"It's vital for the region because of the bottleneck between the Barton Mills roundabout and Elveden, which once people have experienced it, is a massive turn off."
"Norfolk's economy has been stalled for far too long waiting for the final section of the A11 to be dualled," she said. "This is a huge boost to businesses and residents across Norfolk and I will keep pressing the minister for an actual start date for the works."
coming weeks, some insiders believe a start date is more likely to be in 2012/13.
Ministers urged to give start date on A11 dualling
The scheme has also been designed to minimise the impact of the improved road on the surrounding Breckland a designated area of Important Landscape Quality and Special Landscape Area and there will also be an underpass for walkers, cyclists and horse riders near the war memorial.
West Suffolk MP Matthew Hancock said he was looking forward to an announcement in "the near future" about the start of construction.
A DFT official said that although work would start by 2015 the actual date could be before that.
A report by planning inspector Neil Taylor, which had been gathering dust for months, was finally published, concluding that the "substantial benefits" the estimated 131m scheme would provide in terms of travel savings and accident reduction would outweigh any "residual environmental impact".
'I think we all know the A11 will eventually be finished but we are still no closer to knowing when the work will actually start," Mr Morphew said. "I doubt it will escape many that this announcement has been held to a couple of days before the Puma Disc Platform
"Today's announcement is a big step forward," he said. "In October we found out the money was in place. Now the plan has been signed off, and finally the details of the design can be finalised. Everyone in East Anglia knows how important this dual carriageway is for improving the lives and businesses of the millions of people who get stuck on the A11 every year."
"They said this six months ago, and they have been saying it for the last 10 years. It's vital to get on with it as soon as possible," Mr Brooks said.
Ann Steward, cabinet member for sustainable development, said: "This is the best possible news for the people of Norfolk, and our economy, and clears the way for an early positive announcement very shortly on a start date, possibly in the budget. This victory shows what can be achieved when public and private bodies work together and the united front evident during the Dual the A11 campaign has finally paid dividends."
The timing of the announcement, ahead of chancellor George Osborne's "growth and jobs" budget, prompted speculation that the government was about to finally give a start date.
"There is a frustration, certainly within Thetford," Mr Brooks said. "For a long time we have battled to get the A11 dualled. The government says for every 1 spent it will bring a benefit of 17. Well, if it's that beneficial, why not get on with it? I don't think anybody can see the sense in waiting.
But with the A11 dualling part of a package of 14 schemes which need to be started and Department for Transport (DFT) officials still sticking to the official line that work would be under way by 2015, motorists hoping for a speedy end to bottlenecks in the nine mile stretch between Elveden and Barton Mills may still have some time to wait before delays finally end.
"It may well start earlier. The Highways Agency has got 14 major schemes it needs to work on following the spending review. You cannot start them all at once or leave them all until the last minute and they are going to announce in the spring an outline programme.
Sources locally believe there is nothing to stop work getting under way as early as next spring, and given the huge economic benefits, dualling should be at the top of the list of schemes. But with DFT officials putting a timetable together in the Puma Suede Platform Bts
start of an election campaign, but it still feels like smoke and mirrors rather than real news about a boost for our economy and saving many lives on that treacherous road."
"Work on the A11 will start as soon as possible, but we need to get the costs finalised, and we need to get the construction programme finalised for all 14 schemes. You will see schemes starting at various times between now and 2015."
South West Norfolk MP Elizabeth Truss said she was determined to keep pressing for a start date.
The new road will also bring improved visibility on the approach to Fiveways roundabout, an underpass to take the B1112 which runs between Mildenhall Road and Lakenheath beneath the new road and the B1106 will pass over the new Elveden Bypass at a two level junction east of Center Parcs,
And with rumours rife that the government will overlook the region's bids for regional growth funds in favour of the North of England, there was also a suspicion that the announcement was designed to soften the blow that the East of England could be left empty handed following the budget.
The scheme will comprise 5.5 miles of widening between Fiveways and Chalk Hall Farm and a 3.6 mile widening of the Elveden bypass.
David Brooks, manager of the Thetford Tourist Information Centre, said with local firms such as Jeyes already moving their headquarters from the town across the border into Cambridgeshire, there was no time to lose in getting the scheme started.
But Steve Morphew, leader of Norwich City Council, said the government had failed to answer the critical question of naming a date for work Puma X Lite Golf Shoes
Mike Brown, spokesman for Gateway A11 East, and deputy chairman of the Thetford Business Forum, said: "We were rather hoping it would be completed by 2015, but businesses have got a date they can start to plan with, so investment can be planned. Businesses are risk takers and optimists and we are optimistic that this will start in a couple of Puma Rihanna Creepers years."
