The timing of the announcement, ahead of chancellor George Osborne's "growth and jobs" budget, prompted speculation that the government was about to finally give a start date.
"There is a frustration, certainly within Thetford," Mr Brooks said. "For a long time we have battled to get the A11 dualled. The government says for every 1 spent it will bring a benefit of 17. Well, if it's that beneficial, why not get on with it? I don't think anybody can see the sense in waiting.
But with the A11 dualling part of a package of 14 schemes which need to be started and Department for Transport (DFT) officials still sticking to the official line that work would be under way by 2015, motorists hoping for a speedy end to bottlenecks in the nine mile stretch between Elveden and Barton Mills may still have some time to wait before delays finally end.
"It may well start earlier. The Highways Agency has got 14 major schemes it needs to work on following the spending review. You cannot start them all at once or leave them all until the last minute and they are going to announce in the spring an outline programme.

The new road will also bring improved visibility on the approach to Fiveways roundabout, an underpass to take the B1112 which runs between Mildenhall Road and Lakenheath beneath the new road and the B1106 will pass over the new Elveden Bypass at a two level junction east of Center Parcs,
And with rumours rife that the government will overlook the region's bids for regional growth funds in favour of the North of England, there was also a suspicion that the announcement was designed to soften the blow that the East of England could be left empty handed following the budget.
The scheme will comprise 5.5 miles of widening between Fiveways and Chalk Hall Farm and a 3.6 mile widening of the Elveden bypass.
David Brooks, manager of the Thetford Tourist Information Centre, said with local firms such as Jeyes already moving their headquarters from the town across the border into Cambridgeshire, there was no time to lose in getting the scheme started.

Mike Brown, spokesman for Gateway A11 East, and deputy chairman of the Thetford Business Forum, said: "We were rather hoping it would be completed by 2015, but businesses have got a date they can start to plan with, so investment can be planned.
